Annual Report: The CNCTR's Assessment in 2024
The National Commission for the Oversight of Intelligence Techniques (CNCTR) has published its ninth annual activity report.
The report provides a detailed overview of the findings from inspections carried out throughout the year 2024.
The CNCTR notes that intelligence services activity remained under control in 2024, despite exceptional events, whether anticipated or unforeseen, that marked the year.
It observes a growing use of the most intrusive surveillance techniques. For example, the use of computer data collection has more than doubled in five years.
The Commission regrets that, despite efforts and progress made by the services in complying with the legal framework, its oversight continues to reveal persistent irregularities.
The activity report also includes two in-depth sections aimed at shedding light beyond current affairs.
- The first section is a study of the legal framework, the CNCTR’s contributions, and the issues related to the commercialization and possession of equipment that could infringe on privacy. This study is accompanied by an interview with Mr. Vincent Strubel, Director General of ANSSI.
- The second section presents the intelligence technique of algorithmic surveillance. After an introduction provided by two academics, Mr. Arnaud Latil and Mr. Gérard Biau, a CNCTR study explores this technique in detail, highlighting the strict oversight applied at every stage.
